Bobby,
Rememmber that you will need 2 route patterns per destination(Local, LD), one will block caller ID and the other will allow it, so I think route filters will be your best bet if you dont want to type to much Otherwise all should work as dexcribe

There could be any number of reasons for the latency. I don’t know how your network is set up or what type of circuits you have, but here are a couple of things you can check.

Cisco has an IOS which addresses the issue.
For a quick fix I am considering:
Upgrade 1 router, making this router the NTP server, have all the other routers, ASA5520’s and switches configured to point to this router as their NTP Server.
Anyone see any flaws in this solution?
